Wendy Bernard's "Japanese Stitches Unraveled", p 153. The author has both a top-down and a bottom-up version. This pattern needs to have purl stitches before and after each row to make the design "pop". TBH, I put this pattern in Stitch Maps because I don't think it is correct - it's missing the owl's head. Other designers who have written up this stitch and I recommend using one of those.
Shown with a cast-on count of 16 stitches.
