The last row of the instep chart started with a double increase, forming the middle of the back leg. This chart actually starts with the p1 before that. The start of round 4 is a good place to shuffle the stitches so that each side of your sock starts in the middle of the knit panel, say around stitch 3 or 4 of row 3.
